looks like one of the many weird sports timers made over the years. The regulator matches that on a 1930s Zenith I used to own.

the dial looks like soft enamal, where there's a layer of clear enamal over the regular white, it gives the coloured portions that "thin" water colour look, likely pretty rare.

Pretty..has some hairlines, as these often will.

Hour and minute hand are not aligned properly: hour says 10:00 exactly, minute says 12 after. Not a big deal to fix, but curious--especially on a "fully-serviced" watch.
